Malang, en.SERU.co.id — Concerns over taxpayer compliance in Malang City have prompted the Regional Revenue Agency (Bapenda) to ramp up outreach and collection efforts.
Acting Head of Bapenda Malang City, Moh Sulthon, revealed that around 65% of PBJT taxpayers have already met their obligations on time. However, the remaining 35% are still behind on payments.
“As we mentioned yesterday, about 65% of taxpayers across those five PBJT categories have fulfilled their tax duties properly. The other 35% have yet to pay according to the stipulated deadlines,” Sulthon said on Wednesday, July 15, 2026.
To address the gap, Bapenda is rolling out a multi-pronged strategy. The first phase focuses on massive socialization through face-to-face meetings, print media, online platforms, and official channels.
“Next, we map out delinquent taxpayers and send them reminder letters, followed by official tax bills in stages,” he explained. Reminders are sent up to three times to encourage prompt payment.

Despite the challenges, Sulthon remains optimistic that the 2026 local own revenue (PAD) target can still be achieved or even exceeded. He emphasized that meeting the target is crucial for funding planned development programs.
“If PAD falls short, it will directly impact the implementation of regional development projects,” Sulthon added.
Beyond traditional administrative approaches, Bapenda is leveraging technology for better oversight. Tapping boxes and e-Tax systems have been installed in restaurants, hotels, and other businesses to monitor transactions in real time. These tools help compare actual sales data with taxpayer reports, allowing authorities to detect discrepancies early.

Earlier, Chairman of Commission B at the Malang City DPRD, Bayu Rekso Aji, highlighted the need for stronger tax collection during evaluations of revenue performance, spending, and outstanding tax debts. He urged Bapenda to enhance supervision, update taxpayer databases, and accelerate digitalization.
Bayu also pushed for a realistic inventory of tax arrears and faster integration of the retribusi system through the SIAP GRAK application to boost overall PAD.
He believes significant untapped potential remains if taxpayer data becomes more accurate, oversight improves, and services are made easier for the public.
“Commission B will continue to oversee improvements in local tax and retribusi management to strengthen Malang’s fiscal capacity. Solid data, integrated systems, and good collaboration between DPRD and the city government are key to increasing regional revenue without adding new burdens on the community,” Bayu stated. (bas/ono)
