Malang, en.SERU.co.id – The Deputy Mayor of Malang City delivered a strong reprimand along with pointed guidance to all Civil Servants (ASN) of the Malang City Government (Pemkot). He called for an end to the culture of serving superiors or “Asal Bapak Senang” (ABS), and instead prioritizing service to the community and the public.
Deputy Mayor of Malang City, Ali Muthohirin SSy MH, emphasized that the measure and peak of success for a bureaucrat is not when one succeeds in pleasing the officials above them. Rather, it is when the service provided is able to bring happiness to the community.
“The peak of our success is not showing how to please the leadership. OPD pleasing the Mayor or Deputy Mayor, village heads pleasing sub-district heads. The peak of our success is the happiness and satisfaction of the community itself,” said Ali Muthohirin on Monday, October 19, 2026.
He reminded that regional leaders as well as agency heads can change positions at any time. Therefore, the main commitment of government officials must be directed fully to the public.
The Deputy Mayor of Malang City highlighted the still numerous public complaints related to the slow processing of administration, as well as the attitude of certain officers who appear rigid and pass responsibility around. Amid a sensitive economic and social situation, he asked ASN not to add to the burden or irritation of the community.
Ali asked sub-district heads, village heads, up to school leaders to be responsive and directly step in to resolve problems in the field. Without having to wait for directives from leaders or wait for a case to go viral on social media.

“Every step and word of ours that hurts the community will always be remembered. If there is a service error or behavior that is less pleasing, do not hesitate, lower the ego, and say sorry to the community. Do not let the people already be in difficulty, and then be added with rigid service burdens,” Ali stressed.
Approaching the end of the 2026 budget year and preparations for the 2027 APBD, the Malang City Government is conducting a thorough evaluation of all work programs. Ali instructed all agencies to comply with budget efficiency directives from the central government.
He emphasized that the programs prepared should prioritize substantial efficiency rather than merely budget amounts that make noise in public but have minimal direct impact.
“Every rupiah from the people’s taxes must be returned in the form of service and real benefits for the community. The principle is, whoever has a high position but cannot provide many benefits, then it is of no use,” he said. (ws15/rhd)
