Jakarta, en.SERU.co.id – The government plans to implement an expansion of digital taxes on November 9, 2026, to increase state revenue. This policy is driven by the low ratio of state revenue to GDP as well as economic potential that has not yet been touched by taxes.

Hashim Djojohadikusumo estimated that the tax optimization has the potential to add state revenue of up to Rp1,500 trillion per year.

Chair of the Advisory Board of the Indonesian Chamber of Commerce and Industry (Kadin), Hashim Djojohadikusumo, said the government will involve banking and financial technology (fintech) companies. Up to digital trading platforms such as Shopee, Lazada, and GoTo in the optimization of tax collection.

“All government banks, private banks and all fintech must join in collecting and must deposit taxes that have so far not been collected,” said Hashim, as quoted from CNN Indonesia on Saturday, October 31, 2026.

According to Hashim, the government will utilize electronic technology up to artificial intelligence. Especially to optimize tax collection from various transactions according to statutory provisions.

State Revenue Ratio Still Low

Hashim explained that one of the reasons is the low ratio of Indonesia’s state revenue compared to a number of other countries. He mentioned that state revenue sourced from taxes, excise, and non-tax state revenue (PNBP) has only reached around 12 percent of GDP.

“This figure is still lagging behind Cambodia which reaches 18 percent and India at 20 percent. Even a number of countries in Africa have a state revenue ratio of around 16 percent,” he said.

Hashim estimated that an increase in the ratio of six percent of GDP could produce additional state revenue of up to Rp1,500 trillion per year. He targeted that Indonesia’s state revenue ratio could equal Cambodia’s within the next two to three years.

Rp10,000 Trillion Wealth Said to Be in the Black Market

In addition to the low state revenue ratio, Hashim highlighted the large size of economic activity that has not yet been recorded and not yet reached by the tax authority. He estimated the value of wealth moving in Indonesia’s black market almost reaches Rp10,000 trillion.

Hashim also touched on the condition of the State Revenue and Expenditure Budget (APBN) which is facing a deficit of around Rp500-600 trillion. He assessed that the optimization of tax and customs revenue could help improve Indonesia’s fiscal condition.

“If our tax and customs apparatus worked as they should, it should be like the Cambodians, we would have a surplus this year of Rp900 trillion,” he said.

Until that statement was delivered, it has not yet been explained in detail regarding the mechanism for implementing the digital tax expansion plan. Including the types of taxes that will be collected from each sector. Or the division of responsibilities between the government, banking, fintech, and digital platforms. (aan/mzm)
