Malang, en.SERU.co.id — The growing presence of street vendors (PKL) across the city has caught the attention of Malang City DPRD, which is urging the local government to adopt a more humane and structured approach rather than relying solely on enforcement.
Vice Chairman II of the Malang City DPRD, Trio Agus Purwono STP, stressed that the issue cannot be solved through crackdowns alone. He called for genuine communication to help vendors understand the situation while respecting their right to earn a living.
“Street vendors are also citizens who need to make a living. The solution shouldn’t be just enforcement, they need guidance, open dialogue, and real solutions,” Trio said on Saturday (18/7/2026).
He proposed more flexible arrangements, such as setting specific operating hours and providing suitable trading spots. According to Trio, forced relocations are often unrealistic, especially since many vendors now operate from motorized vehicles and tend to follow crowds.
“Designating special zones could be a practical option when full relocation isn’t feasible. This approach makes more sense given how mobile vendors are today,” he added.
Trio warned that overly aggressive measures could create new problems, while a persuasive approach would help build mutual understanding between the government and the vendors.
The DPRD also encouraged the city administration to revitalize existing culinary areas by organizing regular events and activities to draw more visitors. This, he believes, would naturally attract vendors to those locations.

“If the government prepares comfortable spaces and creates buzz through events, traders will be more willing to move there. Revitalizing these culinary zones is urgent,” he said.
That said, Trio emphasized that vendors blocking roadsides and sidewalks must still be regulated, as they disrupt traffic, pedestrian access, and the city’s overall appearance.
To address the issue more comprehensively, the DPRD plans to facilitate cross-commission coordination meetings. Currently, handling is fragmented between Satpol-PP’s enforcement role and Diskopindag’s development efforts.
“We will push for more integrated discussions across commissions. The goal is a complete solution for Malang’s street vendors, one that covers not only enforcement but also empowerment and proper business spaces,” Trio concluded. (bas/mzm)
