Malang Boosts Investor Appeal with Fresh Incentives and Easier Rules

Malang, en.SERU.co.id — The Malang City Government and the local parliament (DPRD) are finalizing a draft regional regulation (Ranperda) on investment implementation, designed to make it easier for investors to set up shop while offering attractive incentives.

Arif Tri Sastyawan, head of the Malang City Department of Manpower, Investment, and One-Stop Integrated Services (Disnaker-PMPTSP), said the regulation aims to become a fresh instrument for boosting the city’s appeal to investors. A key highlight is the package of special incentives, which will be spelled out later in a Mayor’s Regulation (Perwal).

“Possible incentives include reductions in Land and Building Acquisition Tax (BPHTB), Property Tax (PBB), and other local taxes,” Arif said on Sunday (7/6/2026).

The incentives will apply not only to new investors but also to existing businesses planning expansions. Arif noted that the draft has been under preparation for three years, and authorities are pushing for its swift approval.

Beyond legal certainty, the regulation has been aligned with Government Regulation (PP) No. 28 of 2025 on regional investment and licensing services. It also draws on best practices from areas that have successfully improved their investment climate, such as Salatiga City and Mojokerto Regency.

The draft also includes a detailed investment potential map, providing investors with clear information on strategic locations, available land, land prices, and designated business zones to help them make informed decisions.

While offering various facilitations, the city government stressed that investors have responsibilities toward the region. A major requirement will be a commitment to prioritize hiring local workers.

“Investors will receive ease and incentives, but they also have an obligation to create job opportunities for Malang residents, so the benefits of investment can be felt directly by the community,” Arif added. (bas/mzm)
