Malang, en.SERU.co.id – The Malang City Government continues to optimize the use of Dana Bagi Hasil Cukai Hasil Tembakau (DBHCHT), or tobacco excise revenue sharing funds, to deliver tangible benefits directly to residents.
Through targeted programs, the funds are being channeled into key areas including healthcare, social protection, infrastructure development, and human resource improvement.
Mayor Dr. Ir. Wahyu Hidayat MM emphasized that DBHCHT must be managed transparently and precisely to maximize its impact on community well-being.
“Through various DBHCHT-funded programs, we are strengthening social protection, enhancing healthcare services, supporting law enforcement against illegal cigarettes, and empowering communities—including workers in the tobacco industry,” Wahyu said in an official statement.
Major allocations for 2026

In 2026, healthcare remains a top priority. The city has set aside Rp17.12 billion to cover BPJS Kesehatan premiums for Penerima Bantuan Iuran (PBI) beneficiaries, ensuring that low-income residents can access medical services without worrying about costs.
The city is also extending social security protection to informal and vulnerable workers—such as online motorcycle taxi drivers, artists, MSME operators, community officials, and other at-risk groups—through Rp3.03 billion in BPJS Ketenagakerjaan contributions.
In the social protection sector, Rp9.36 billion has been allocated for direct cash assistance (BLT) to workers in the tobacco industry (IHT).
Meanwhile, Rp3.79 billion will go toward infrastructure, specifically the construction and upgrading of roads in tobacco industry zones. Better roads are expected to improve mobility, boost economic activity, and strengthen the competitiveness of these areas.

Additionally, Rp1.44 billion has been earmarked for job skills training programs aimed at enhancing workforce competencies, expanding employment opportunities, and fostering new entrepreneurs.
Wahyu stressed that every rupiah from DBHCHT must create real and lasting benefits for the people.
“We want to ensure that every rupiah of DBHCHT received by Malang City truly returns to the community through programs that deliver direct impact. With proper targeting, these funds will not only improve welfare today but also serve as an investment for future economic growth and a better quality of life,” he said.
The mayor recently handed over DBHCHT benefits for informal and vulnerable workers through the BPJS Ketenagakerjaan financing program. (kom/rhd)
