Jakarta, en.SERU.co.id – The Indonesian government has officially issued Presidential Regulation Number 27 of 2026 on the Protection of the Digital Platform-Based Transportation Ecosystem. The regulation, released on Thursday, October 8, 2026, provides a legal framework for online motorcycle taxis (ojol), online taxis, and courier services. It covers key areas including fares, partnerships, and social security protections.
Deputy Minister of State Secretariat Bambang Eko Suhariyanto said the regulation addresses multiple aspects of the digital transportation ecosystem. Its provisions span transportation services, electronic systems, micro businesses and partnerships, as well as technical rules that will be detailed by several ministries.
“Today the government officially released Presidential Regulation Number 27 of 2026 concerning the Protection of the Digital Platform-Based Transportation Ecosystem,” Bambang said.
One of the regulation’s most important elements is the governance of two-wheeled online motorcycle taxi services, including fares for transporting people, goods, and food. The government is also preparing implementing regulations to ensure the presidential regulation can be applied in more detailed, practical terms.
Bambang stressed that relevant ministries have been given a clear deadline. All necessary implementing regulations are targeted for completion no later than 31 December 2026.
Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad noted that the presidential regulation was drafted after the government and parliament carried out synchronization and harmonization efforts, taking into account the aspirations of online motorcycle taxi drivers.

“Hopefully it can provide certainty in the operation of application-based transportation. Especially related to the transportation of people, goods, and food,” Dasco said.
In practice, three ministries will hold distinct responsibilities. The Ministry of Micro, Small, and Medium Enterprises will take the lead on partnership matters. The Ministry of Transportation will oversee passenger transport and fare regulations. The Ministry of Communication and Digital will handle rules for goods and food delivery services that use digital platforms.
To keep the ministries aligned, a communication forum or task force involving the relevant agencies will be established. The forum will work to harmonize the implementing regulations that flow from Presidential Regulation Number 27 of 2026.
Dasco emphasized that the involvement of the three ministries is essential so that the implementing rules do not develop in isolation. With a joint forum in place, policies on fares, partnerships, and goods and food delivery services are expected to be developed in a coordinated manner.
