Situbondo Targets Rp40 Billion Investment for Pasir Putih Development

Situbondo, en.SERU.co.id – The Situbondo Regency Government is inviting strategic partners to join a utilization cooperation scheme for the Pasir Putih Beach marine tourism area. Under the plan, the government aims to attract at least Rp40 billion in investment over five years, with a cooperation period of 30 years. The total value of assets involved, including land, buildings and other facilities, is estimated at Rp143.5 billion.

Regent Yusuf Rio Wahyu Prayogo, widely known as Mas Rio, described the partnership as a strategic move to bring more professional, innovative and long-term management to the destination.

“The brand will stay Pasir Putih. The name is already legendary and does not need to be changed. What we are doing is giving it a new face, higher quality and a better experience for visitors through more professional management,” Mas Rio said during a press conference at Pasir Putih Beach on Tuesday (August 11, 2026).

He noted that Pasir Putih occupies a strong position along the northern coastal route and sits within a wider travel corridor linking Bromo, Besuki, Argopuro, Pasir Putih, Ijen, Baluran and onward to Bali. Planned improvements in regional connectivity, including possible toll road access near Situbondo, tourism agglomeration programs, development of Jangkar Port for links to North Bali, the planned North Bali Airport, the existing KHR As’ad Syamsul Arifin Airport, and the reactivation of the Jember–Bondowoso–Panarukan railway line, further strengthen the area’s potential.

The local government expects the partnership to generate wider economic benefits. These include higher local revenue, new jobs, stronger support for micro, small and medium enterprises, growth in the creative industries, better hotel occupancy, longer visitor stays, and increased activity in transport, food services, trade and other related sectors. The project forms part of Situbondo’s broader effort to elevate its tourism sector.

Edy Wiyono, Head of the Situbondo Tourism, Youth and Sports Office and chair of the cooperation team, said the tourism zone covers about 15.4 hectares within a total area of 18.4 hectares. Existing assets that can be further developed include Hotel Sidomuncul 1, Hotel Sidomuncul 2, Papin In, Wisda Rengganis, the main tourist entrance and various supporting facilities.

The government does not want to limit partners’ creativity.

“This is not just about managing a beach. We are opening the door for partners to build integrated coastal tourism, hotels and resorts, restaurants and cafés, beach clubs, sports tourism, diving, marine activities, family recreation, events and beach carnivals, and other attractions that suit the character of the area,” Edy explained.

Under the cooperation scheme, the investor will pay a fixed contribution of at least Rp1.5 billion per year to the regency government. That amount can rise in line with economic growth and the terms of the agreement. A profit-sharing arrangement of 51 percent for the government and 49 percent for the partner will also apply.

Riza Rachman, head of the Situbondo Investment Acceleration Team, said early discussions have already drawn interest from seven to ten potential investors with experience in hotels, tourism zones, amusement parks and related fields. The government continues to welcome additional partners, particularly state-owned enterprises, regional companies, national private firms and listed companies that bring proven experience, financial strength, strong reputation and a long-term commitment to professional tourism development.

“We are not simply looking for capital. We need partners with a solid track record, destination management experience, innovation, marketing networks and a genuine long-term vision for the area,” Riza said. (aza/mzm)
