Jakarta, en.SERU.co.id – The Corruption Eradication Commission (KPK) has uncovered alleged misuse of BNPB disaster funds amounting to Rp30.98 billion for the purchase of shares. The funds that should have been used for disaster handling are alleged to have flowed through affiliated companies. The KPK has named five people as suspects in this case.

Acting Director of Investigation of the KPK, Achmad Taufik Husein, explained that Ready-to-Use Funds (DSP) are used to support the handling of various disasters. Starting from forest and land fires (Karhutla) in Kalimantan and Papua. Then earthquakes in East Nusa Tenggara up to floods in Aceh and a number of areas in Sumatra.

“Where the disbursement of the DSP is flexible in nature. However, it must fulfill one of the four terms and conditions that refer to BNPB Regulation Number of 2020,” said Taufik, as quoted from the KPK website on Saturday, October 17, 2026.

He outlined the four conditions that can become the basis for the disbursement of DSP. First, the determination of a disaster emergency status by a regent or mayor, governor, or the President. Second, the determination of a certain status. Third, the existence of considerations of impacting disaster risks determined by the Head of BNPB. Fourth, the need for humanitarian assistance abroad.

Procurement Funds Suspected of Buying Shares

Taufik said the funds that flowed to companies affiliated with Bima are alleged to have been utilized to buy company shares. One of the transactions highlighted is the purchase of shares of PT Medela Potentia (MDLA) by PT Alfa Veritas Energizer (AVE).

Based on the KPK’s explanation, Bima is alleged to have bought 150 million shares of the company on 13 October 2026. At a price of Rp206 per share, equivalent to Rp30.98 billion.

The KPK suspects that the share purchase is related to the flow of funds from the procurement of a number of goods and services that used BNPB DSP. Investigators are still delving into the procurement mechanism and the alleged irregularities in that process.

Goods and Services Procurement Becomes Focus

Taufik explained that BNPB had previously determined a number of providers or vendors. Particularly the procurement of goods and services through the direct appointment mechanism listed in the collaborative work plan (RKK).

That scheme was intended so that the needs for disaster handling could be fulfilled quickly when an emergency status is determined. DSP becomes one of the budget items that supports the implementation of that procurement.

However, in the investigation process, the KPK found alleged conflicts of interest and indications of bribery. To unravel the case, investigators divided the alleged DSP BNPB corruption case into two clusters.

The KPK named five people as suspects in the case, including Bima Setiawan. In the second cluster, there are four other suspects who are also being processed in the investigation. (aan/mzm)
