Malang, en.SERU.co.id – The Malang Regency DPRD is urging that regulations on sound horeg be arranged immediately. This is because clear and firm regulations can accommodate all parties, both sound horeg business operators, communities, and the wider public.
Member of Commission IV of the Malang Regency DPRD, Zulham Akhmad Mubarrok, urged that the arrangement of sound horeg be carried out firmly and in a measured manner. According to him, the arrangement must protect health, children’s right to learn, and social order, without killing the creativity and livelihoods of sound system business operators.
“All aspects must be studied, not only talking about prohibition without solutions. With long-term arrangement, so that all parties have their aspirations facilitated,” said Zulham on Friday, October 16, 2026.
Responding to the Public Hearing with the Indonesian Pesantren Caregivers Consultative Assembly
Zulham’s stance responded to the Public Hearing (RDPU) at the Malang Regency DPRD together with the Indonesian Pesantren Caregivers Consultative Assembly (MP3I) of Greater Malang on Thursday, October 15, 2026.
In that forum, dozens of pesantren representatives urged that the use of sound horeg be regulated through a Regional Regulation (Perda). MP3I highlighted the potential for building damage, such as broken roof tiles and cracked glass, dancer performances considered semi-pornographic. As well as community contributions that were considered forced, up to road closures that could hinder ambulances and students’ learning activities.
“The aspirations of the kiai and pesantren caregivers are legitimate and must be heard, but the solution must be fair. What we arrange is the impact, namely noise, damage, disruption to learning, and things that violate norms. The business operators must be guided, not shut down,” Zulham stressed.
Recommending Four Priority Aspects for Sound Horeg Regulation
The Chair of the Malang Regency KNPI recommended four priorities that must become attention in the preparation of the rules. Among them:
- Health Aspect,
- Education Aspect,
- Social and Religious Aspect,
- Youth and Creative Economy Aspect
First, the health aspect. Zulham requested that the Health Agency together with related agencies socialize the risks of noise for hearing, especially for children and the elderly.
“There must be health impact data as the basis for policy. For example, data on the vibration frequency impacts that cause damage as well as the risk of hearing disorders,” said Zulham.
Second, the education aspect. Zulham emphasized that carnival activities must not disrupt study hours, exams, or students’ access to school.
“Children have the right to learn, do not let it be taken away by other activities,” he stressed.
Third, the social and religious aspect. He requested that activities be free from alcoholic drinks and pornoaction, that there be no forced collections from residents, and that they be child friendly.
Citing the reference of the East Java MUI Fatwa Number 1 of 2025, it allows the use of sound horeg with reasonable intensity for positive activities, as long as it is free from things that are forbidden. And requires compensation if the sound intensity exceeds the limit and harms other parties.
Fourth, the youth and creative economy aspect. Zulham proposed clear licensing mechanisms, location points, and operational hours. He proposed guidance for business operators so that activities run legally and in an orderly manner.
“If there is a clear platform, business operators have certainty, residents have protection,” he said.

Appreciation for Malang Regency Government Enforcement of Joint Forkopimda Decision Rules
Zulham appreciated the steps of the Malang Regency Government and the efforts to enforce rules through the Joint Decision of the Malang Regent, Malang Police Chief, and Commander of Kodim 0818. Which regulates the limits of noise levels, duration of use, up to the schedule of activities.
According to him, the Malang Regency Government can prepare pilot villages free from sound horeg together with cross-sector elements, including MP3I, FKUB, and academics from UNIRA Malang. The pilot village plan needs to be evaluated transparently.
“Good rules will not be effective without consistent enforcement by Satpol PP, the Transportation Agency, and the police. The Malang Regency DPRD will oversee so that the discussion of regulations does not drag on. Residents need certainty, not prolonged polemics,” he concluded. (ws16/rhd)
