Batu Government Uses Tobacco Revenue to Boost Community Welfare and Fight Illegal Cigarettes

Batu, en.SERU.co.id — The Batu City Government is making strategic use of its 2026 Dana Bagi Hasil Cukai Hasil Tembakau (DBHCHT) allocation, channeling Rp16.73 billion into key sectors including public health, social welfare, and efforts to combat illegal cigarette distribution.

Emilyati, Head of the Economic and Natural Resources Division at Batu City Government, explained that the funds are divided into three main pillars. The largest share, Rp8.26 billion, goes to community welfare programs. This includes Rp2.88 billion in direct cash assistance (BLT), Rp2.08 billion for BPJS Employment protection, and Rp3.3 billion for job skills training.

“Health receives Rp7.87 billion, the biggest allocation and is being managed by the Health Agency to improve public healthcare services,” she said.

An additional Rp500 million has been set aside for law enforcement, handled by Satpol PP and the Communications and Informatics Agency. These funds support public awareness campaigns, intelligence gathering, and operations against illegal cigarettes. Another Rp39.33 million is allocated for coordination in line with Finance Minister Regulation No. 22 of 2026.

As of the end of June 2026, 34.5% of the total budget had already been realized.

One tangible result of the law enforcement allocation is intensified action against illegal tobacco products. In mid-June, a joint team comprising Satpol PP Batu, Malang Customs, Police, and the Prosecutor’s Office raided several locations and confiscated 30,572 illegal cigarettes (equivalent to 1,557 packs).

The operation is estimated to have prevented Rp23 million in potential state losses, with the economic value of the seized goods reaching Rp45.73 million.

Wiwit Anandana, Head of the Law Enforcement Section at Satpol PP Batu, said this year’s strategy emphasizes grassroots involvement. Village officials, community social workers (PSM), and Linmas personnel are being mobilized as the first line of defense, leveraging their deep knowledge of local conditions.

“Besides sweeping stores, we also educate retailers, so they stop selling illegal cigarettes, which harm the state and have no health quality guarantees,” Wiwit explained.

Malang Customs Head Johan Pandores reaffirmed the commitment to sustained operations alongside local authorities to curb the circulation of illegal excisable goods. He encouraged residents to actively report suspicious activity.

To help identify illegal cigarettes, the public should watch for these red flags:

  1. No excise stamp (plain packaging)
  2. Fake excise stamps
  3. Used excise stamps
  4. Incorrectly personalized stamps
  5. Stamps used for the wrong purpose

Anyone spotting illegal cigarettes is urged to report them immediately to the nearest Customs office, call Bravo Bea Cukai at 150025, or reach the local hotline at 0851-1747-7876.
