Malang, en.SERU.co.id – The Malang city government has begun distributing free school uniforms to 3,513 new students from underprivileged families. The program targets elementary and junior high students for the 2026/2027 academic year.
Mayor Dr. Ir. Wahyu Hidayat MM explained the city adjusted the program due to budget efficiency measures. Officials now focus only on families in the bottom four income deciles.
“We check the data carefully to ensure the aid reaches the right people,” Wahyu said after the symbolic handover on Thursday, July 23, 2026.
Each recipient gets two complete sets of uniforms. The package includes daily uniforms with accessories and full scout uniforms.
The program covers 2,013 elementary students and 1,500 junior high students. It includes both public and private schools.
This year’s budget dropped significantly to around Rp1.5 billion. Last year the city spent Rp6 billion and helped every new student.
Parents submit applications through schools. The education office then verifies the data with the social affairs department to confirm eligibility.
All uniforms were ready since June. Distribution started only after verification finished.

This year the city provides ready-made uniforms. Previously, they gave fabric instead.
Some parents worried about the timing near the new school year. Officials reassured them that no student will face punishment.
The education office instructed all schools not to scold students who have not yet received their new uniforms. Schools must allow flexible use of the new sets.
