Malang, en.SERU.co.id – The Deputy Team for Prevention and Monitoring of the Corruption Eradication Commission (KPK) reviewed more than a dozen governance points together with the executive and legislative bodies of Malang City. The meeting took place on Wednesday, 23 September 2026, lasting approximately 11 hours from 08.30 to 19.15 WIB. The KPK focused on strengthening government governance and oversight of the Regional Budget (APBD) cycle, covering DPRD principal thoughts (pokir), grants, and the procurement of goods and services.
Malang Mayor Dr Ir Wahyu Hidayat MM said the presence of the KPK Prevention Task Force is part of routine ongoing activities across all regencies and cities in East Java. The agenda also follows up on a previous high-level meeting involving KPK leaders, the Governor, and regional heads in Surabaya.
“Essentially, the KPK reminded us about regulations and improving governance, starting from planning, budgeting, asset management, revenue, to licensing and supervision,” said Wahyu after the meeting with the KPK in the Plenary Meeting Room of the Malang City DPRD on Wednesday, 23 September 2026, which lasted 11 hours.
Malang City Government Committed to Complying with KPK MCSP
He added that the Malang City Government is committed to complying with all corruption prevention guidelines summarized in the KPK’s Monitoring Controlling Surveillance for Prevention (MCSP) program. This step is important to anticipate and prevent potential legal violations that have occurred in other regions so they do not recur in Malang City.
“Yes, starting from preparation, planning, utilization, control to supervision. Previously it was called MCP KPK, now it is MCSP KPK,” explained the former Regional Secretary of Malang Regency.
Malang City Government Hopes for Regular KPK Assistance
The Malang City Government welcomed the presence of the KPK team and hopes that assistance and regulatory education from the anti-corruption agency can continue periodically to maintain the integrity of governance in Malang City.
“We want the members of this coordination team to keep coming to Malang City to continuously remind us. So that we do not become complacent and are always reminded. I express my thanks for being present in Malang City to remind us,” Wahyu stressed.
All elements of the regional government appeared to be present in the coordination meeting. Participants included the Inspector, Secretary of the Inspectorate, special supervisory inspectors, related PPK from agencies, and relevant sub-district heads. From the executive side, the Mayor, Deputy Mayor, Regional Secretary, heads of Regional Apparatus Organizations (OPD), and sub-district heads attended. From the legislative side, the DPRD leadership, faction chairs, commission chairs, and all members of the Malang City DPRD were present.
Malang City DPRD Committed to Overseeing Transparent and Accountable Governance
Meanwhile, Malang City DPRD Chair Amithya Ratnanggani Sirraduhita SS affirmed the legislative commitment to continue overseeing the running of government so that it remains transparent and accountable. She emphasized the importance of strengthening the role of the Inspectorate as an internal supervisor that synergizes with the DPRD’s oversight function.
“We want to realize a Malang City Regional Government that is accountable, transparent, and remains within the corridor of regulations. This is where the strengthening of the Inspectorate comes in, with the DPRD as supervisory functions that will synchronize with the DPRD, because it is indeed related to the APBD cycle,” said Mia, as she is popularly known.
Responding to strategic issues such as DPRD Principal Thoughts (Pokir) and grant funds, Mia stressed that these form an integral part of the legitimate regional planning system.
“Pokir and grant programs must still comply with the official planning flow such as Musrenbang. And they must be guided by the Regional Medium-Term Development Plan (RPJMD) that has been jointly agreed upon by the executive and legislative,” she asserted.

KPK Carries Out Coordination and Supervision Functions
Separately, KPK Spokesperson Budi Prasetyo explained that gathering the executive and legislative ranks of Malang City is part of the KPK’s coordination and supervision functions. This oversight is crucial given previous cases related to community principal thoughts (pokmas) grants in East Java.
“This activity is coordination and supervision, so we provide assistance as well as oversight to officials in the regional government, both executive and legislative. Therefore, the issue of DPRD principal thoughts (pokir) has now become one of the main focuses of the KPK within the framework of early prevention. At the same time, we screen so that any deviations can be mediated and prevented early on,” he said.
When asked about law enforcement or Hand-Catching Operations (OTT), Budi stated that his side would first ensure the specific details of the activities in Malang. He distinguished the agenda in Malang from active legal processes in other regions, such as the search at the Mojokerto BPN as a continuation of an ATR/BPN case investigation.
“In general, the KPK through its coordination and supervision functions provides assistance as well as oversight to all regional governments. As for the DPRD earlier, it is because we provide assistance not only to the executive but also to the legislative, especially focusing on pokir issues because that can also become a loophole,” he concluded.
