Pangkal Pinang, en.SERU.co.id — Deputy Governor of Bangka Belitung Islands Hellyana has been temporarily suspended through Presidential Decree Number 102/P of 2026. The suspension was issued because Hellyana is currently facing legal proceedings related to allegations that she used a fake diploma. While she is inactive, the duties of deputy governor will be carried out by Bangka Belitung Governor Hidayat Arsani.
Imam Kurniadi, regional inspector of Bangka Belitung Province, said the temporary suspension is part of government administrative procedure, namely when a regional head or deputy head faces legal proceedings.
“Based on the presidential decree, the temporary dismissal of Mrs. Hellyana from her position as Deputy Governor of Bangka Belitung Islands for the 2025-2030 term has been determined,” Imam said, as quoted by Kompascom on Wednesday, September 30, 2026.
The decree was issued and signed by President Prabowo in Jakarta on September 23, 2026. Hellyana is currently undergoing trial for the alleged use of a fake diploma at the Pangkalpinang District Court.
According to Imam, the suspension status remains in effect until Hellyana’s case receives a court ruling with permanent legal force, or inkracht. During the suspension, all duties and authority as deputy governor will be carried out by Bangka Belitung Governor Hidayat Arsani.
Hellyana also does not completely lose her financial rights. During the temporary suspension, she is said to receive only limited financial rights in the form of base salary and family allowances.
The Case Began with a Student Report
The case started with a report filed by a student at Bangka Belitung University, Ahmad Sidik, to the National Police Criminal Investigation Agency on July 21, 2025.
The report was registered under number LP/B/339/VII/2025/SPKT/BARESKRIM POLRI. Sidik reported Hellyana after questioning her statements about her educational history at Azzahra University.
Suspicion arose after data on Hellyana’s education found in the higher education database was deemed inconsistent with her claims about her graduation date.
The agency’s general crimes directorate then questioned Hellyana twice. Five months after the report was filed, on December 17, 2025, investigators named Hellyana a suspect in the alleged fake diploma case.
Hellyana denies any intent to falsify documents. She said the issue relates to an administrative error by the university where she studied. She also stated that her educational documents had been verified when she ran for the regional legislature, for regent, and for deputy governor.

Findings on Educational History
The question of Hellyana’s educational history later emerged during the trial at the Pangkalpinang District Court. Based on testimony from the university’s former rector, no records were found of an active student or study results under the name Hellyana as a student of the Faculty of Law.
However, based on data from the Higher Education Database, or PDDIKTI, Hellyana was recorded as enrolling at Azzahra University on April 3, 2013. She was then listed as having withdrawn during the 2014-2015 odd semester in the undergraduate law program at Azzahra University.
The team also investigated Institut Pahlawan 12. In that search, Hellyana was found to have submitted an application to become a student in the Master of Public Administration program.
This situation became one of the bases for the team to conclude that Hellyana did not yet hold a bachelor’s degree, particularly to meet the requirements as a new student candidate for the Master of Public Administration program at Institut Pahlawan 12, Class 7 of 2025.
Hellyana Questions the Basis for Her Suspension
Amid the trial, the President issued Presidential Decree Number 102/P of 2026, temporarily dismissing Hellyana from her position. Hellyana questioned the legal basis for the decision. She said she had not yet received a sufficient explanation of the reasons behind it.
“We see that it is not yet clear. What is the reason? As for the Ministry of Home Affairs, we are questioning it because there has been no clarification,” Hellyana said.
She said she would consider her next steps, including the possibility of filing an objection to the decision. (aan/mzm)
