Jakarta, en.SERU.co.id – The Indonesian government is expanding the Kartu Indonesia Pintar Kuliah (KIP Kuliah) program in 2026 to reach students from Decile 4 families, classified as vulnerable to poverty. Through the Ministry of Higher Education, Science, and Technology (Kemendiktisaintek), authorities have allocated a budget of Rp15.32 trillion to support 1.04 million student beneficiaries. This policy aims to guarantee that higher education remains accessible for low-income families.
Minister of Higher Education, Science, and Technology Brian Yuliarto emphasized that broadening access to tertiary education for vulnerable groups is a core state commitment. The goal is to prevent any Indonesian child from abandoning higher education due to financial constraints.
“We invite all Indonesian youth from low-income families, especially high school (SMA) and vocational school (SMK) graduates, not to hesitate in pursuing college. KIP Kuliah serves as a bridge to a brighter future,” Minister Brian stated on Monday (February 23, 2026).
2026 KIP Kuliah Recipient Priorities
Starting in 2026, priority for KIP Kuliah recipients is given to SMA/SMK graduates who:
- Are recipients of the Smart Indonesia Program (PIP) at the high school level or equivalent.
- Are registered in the Integrated Social Welfare Data (DTSEN) under Deciles 1 to 4, managed by the Ministry of Social Affairs.
In the DTSEN system, households are categorized by welfare levels:
- Decile 1: Extremely poor
- Decile 2: Poor
- Decile 3: Near-poor
- Decile 4: Vulnerable to poverty
The expansion specifically targets up to Decile 4 to cover families still at risk of economic crises and education financing difficulties.
Admission Pathways and Quota Distribution
For state universities (PTN), KIP Kuliah priority is for students admitted via SNBP and SNBT pathways. In private universities (PTS), quotas are allocated by regional higher education bodies (LLDikti) based on program capacity and accreditation.
“This policy ensures aid reaches the right targets—high-potential students from poor and vulnerable poor families,” Minister Brian explained.
Registration Officially Open Until October 2026
The Center for Higher Education Financing and Assessment has opened KIP Kuliah registration for the 2026 fiscal year, from February 3 to October 31, 2026. It integrates with all national university admission pathways, including SNBP, UTBK-SNBT, and independent routes at PTN and PTS.
Kemendiktisaintek stresses data synchronization with Dapodik, requiring valid NISN, NPSN, and NIK. Mismatches may lead to failed administrative verification.
Academic and Economic Requirements
For SNBP pathway applicants:
- Graduates of SMA/SMK or equivalent.
- Accepted at PTN or PTS in accredited A/Excellent or B/Very Good programs (C/Good programs possible with special consideration).
- Demonstrated strong academic potential.
Economic criteria include:
- Active KIP holder.
- Recipients of PKH, BPNT, KKS, or registered in DTSEN up to Decile 4.
- From orphanages or social institutions.
- Parental income up to Rp4 million per month or Rp750,000 per family member.

- Select the university admission pathway (SNBP, SNBT, or independent).
- Proceed with registration on the national selection portal for the chosen pathway.
- Ensure data syncs with SNPMB and avoid canceling registration.
- After acceptance at PTN/PTS, complete campus verification.
